20 सितंबर 2026 को मुख्यमंत्री ने गौतम बुद्ध विश्वविद्यालय, ग्रेटर नोएडा में उत्तर प्रदेश इंटरनेशनल ट्रेड शो 2026 (UPITS-2026) की तैयारियों की समीक्षा की, जो 25 से 29 सितंबर 2026 तक इंडिया एक्सपो सेंटर एंड मार्ट, ग्रेटर नोएडा में होगा। यह इस आयोजन का चौथा संस्करण है। राज्य के अनुसार इसमें छह साझेदार देश — जापान, वियतनाम, रूस, सिंगापुर, ऑस्ट्रिया और बेलारूस — होंगे तथा भारतीय निर्यात संगठन महासंघ (FIEO) और विदेश स्थित भारतीय मिशनों के समन्वित प्रयासों से 72 देशों के लगभग 600 अंतरराष्ट्रीय ख़रीदार भाग लेंगे।

दो तलों पर 36,500 वर्गमीटर प्रदर्शनी स्थल बुक हो चुका है। आयोजन में ODOP, जनपदीय शिल्प, CM YUVA योजना, MSME, इलेक्ट्रॉनिक्स व आईटी, रक्षा व एयरोस्पेस, कृषि व संबद्ध क्षेत्र, नवीकरणीय ऊर्जा, ऑटोमोबाइल व विद्युत वाहन, फ़ार्मा व स्वास्थ्य, वस्त्र व हथकरघा, टाउन्स ऑफ़ एक्सपोर्ट एक्सीलेंस, भंडारण व लॉजिस्टिक्स, रियल एस्टेट तथा पर्यटन व संस्कृति का प्रदर्शन होगा। पश्चिमी उत्तर प्रदेश के साथ अवध, बुंदेलखंड और ब्रज की व्यापक भागीदारी पर बल दिया गया है; 25 सांस्कृतिक प्रस्तुतियों में कथक, पखावज और सितार वादन, भोजपुरी और आल्हा लोक गायन तथा राई और थारू लोक नृत्य शामिल हैं।

17 सितंबर को मुख्यमंत्री ने इस आयोजन में ₹12,000–15,000 करोड़ के कारोबार की संभावना बताई थी, जिसमें 2,500 से अधिक प्रदर्शक भाग लेंगे।

On 20 September 2026, the Chief Minister reviewed preparations at Gautam Buddha University, Greater Noida, for the Uttar Pradesh International Trade Show 2026 (UPITS-2026), to be held from 25 to 29 September 2026 at the India Expo Centre and Mart, Greater Noida. This is the show's fourth edition. According to the State it will have six partner countries — Japan, Vietnam, Russia, Singapore, Austria and Belarus — and about 600 international buyers from 72 countries, mobilised through the Federation of Indian Export Organisations and Indian missions abroad.

An exhibition space of 36,500 square metres on two floors has been booked. The show will present ODOP, district crafts, the CM YUVA scheme, MSME, electronics and IT, defence and aerospace, agriculture and allied sectors, renewable energy, automobiles and electric vehicles, pharma and healthcare, textiles and handloom, Towns of Export Excellence, warehousing and logistics, real estate, and tourism and culture. Participation from western Uttar Pradesh, Awadh, Bundelkhand and Braj has been emphasised, and 25 cultural slots include Kathak, pakhawaj and sitar, Bhojpuri and Alha folk singing and the Rai and Tharu folk dances.

On 17 September the Chief Minister had estimated business of ₹12,000–15,000 crore at the show, with more than 2,500 exhibitors.

17 सितंबर 2026 को विश्वकर्मा जयंती पर उत्तर प्रदेश के मुख्यमंत्री ने लखनऊ में विश्वकर्मा श्रम सम्मान योजना 2.0 के अंतर्गत मार्जिन मनी ऋण पोर्टल तथा विश्वकर्मा स्वरोज़गार एवं स्वदेशी मेला-2026 का शुभारंभ किया, लाभार्थियों को चेक और टूलकिट वितरित किए, और कॉरपोरेट प्रशिक्षण संस्थानों के साथ समझौता ज्ञापनों का आदान-प्रदान कराया।

2018 के एक जनपद एक उत्पाद (ODOP) कार्यक्रम के बाद 2019 में आरंभ यह राज्य योजना पारंपरिक कारीगरों को 10 दिन का निःशुल्क प्रशिक्षण, प्रशिक्षण अवधि में ₹5,000 मानदेय और प्रशिक्षण के बाद ₹15,000 तक की टूलकिट देती है। आरंभ में इसमें 11 पारंपरिक ट्रेड — बढ़ई, दर्ज़ी, कुम्हार, लोहार, नाई, राजमिस्त्री, सुनार, टोकरी बुनकर, हलवाई, मोची और धोबी — थे; बाद में पांच नए ट्रेड (मूर्तिकार, दूधिया, माला बनाने वाले माली, भड़भूजा और मछुआरा) तथा मोबाइल, ऑटोमोबाइल, इलेक्ट्रॉनिक व विद्युत उपकरण मरम्मत, प्लंबिंग, कंप्यूटर मरम्मत, सोलर इंस्टॉलेशन, डिजिटल फ़ोटोग्राफ़ी और ब्यूटी पार्लर जैसे आधुनिक ट्रेड जोड़े गए, जिससे कुल 25 ट्रेड हो गए।

संस्करण 2.0 में कारीगरों को 10–15 प्रतिशत मार्जिन मनी सहायता के साथ ₹10 लाख तक का बैंक ऋण मिल सकता है; उद्देश्य यह है कि ऋण के लिए कोई गारंटी न देनी पड़े। राज्य के अनुसार पिछले सात-आठ वर्षों में 6 लाख से अधिक कारीगरों को प्रशिक्षण और टूलकिट दी गई है, तथा 25 से 29 सितंबर तक प्रत्येक जनपद में टूलकिट वितरण और ऋण अभियान चलेगा। उत्तर प्रदेश में लगभग 96 लाख MSME इकाइयां हैं।

On 17 September 2026, Vishwakarma Jayanti, the Chief Minister of Uttar Pradesh launched a margin-money loan portal under Vishwakarma Shram Samman Yojana 2.0 and the Vishwakarma Swarozgar evam Swadeshi Mela-2026 in Lucknow, distributed cheques and toolkits to beneficiaries, and witnessed memoranda of understanding with corporate training institutions.

The State scheme, begun in 2019 after the One District One Product (ODOP) programme of 2018, gives traditional artisans 10 days of free training, an honorarium of ₹5,000 during training and a toolkit worth up to ₹15,000 afterwards. It began with 11 traditional trades — carpenter, tailor, potter, blacksmith, barber, mason, goldsmith, basket weaver, halwai, cobbler and washerman — and has added five more (sculptor, milkman, garland maker, bharbhuja and fisherman) as well as modern trades such as mobile, automobile, electronic and electrical repair, plumbing, computer repair, solar installation, digital photography and beauty services, for 25 trades in all.

Under version 2.0, artisans can obtain bank loans of up to ₹10 lakh, supported by 10–15 per cent margin money, with the aim that no collateral is required. According to the State, more than 6 lakh artisans have been trained and given toolkits over seven to eight years, and a district-level toolkit and loan campaign runs from 25 to 29 September. Uttar Pradesh has about 96 lakh MSME units.

17 सितंबर 2026 को कोयला मंत्रालय ने उत्तर प्रदेश को अपने कैप्टिव कोयला ब्लॉक — झारखंड के दुमका जिले स्थित सहरपुर जमरपानी — के विकास को प्राथमिकता देने की सलाह दी, जिसमें 973 मिलियन टन से अधिक भंडार है। यह ब्लॉक कोयला खान (विशेष उपबंध) अधिनियम, 2015 के अंतर्गत 13 अगस्त 2015 को उत्तर प्रदेश राज्य विद्युत उत्पादन निगम लि. (UPRVUNL) को उसके ताप विद्युत गृहों की कोयला आवश्यकता पूरी करने के लिए आवंटित हुआ था।

मंत्रालय के अनुसार आवंटन के दस वर्ष से अधिक बाद भी ब्लॉक को चालू करने में कोई प्रगति नहीं हुई, इसलिए राज्य के बिजलीघरों की पूरी कोयला आवश्यकता कोल इंडिया लि. (CIL) से पूरी हो रही है, जबकि उसी तिथि या उसके बाद विद्युत क्षेत्र को आवंटित 14 अन्य कैप्टिव ब्लॉकों में उत्पादन शुरू हो चुका है। बिजली संकट की रिपोर्टों के उत्तर में मंत्रालय ने बताया कि 15 सितंबर 2026 तक UPRVUNL का कोई संयंत्र क्रिटिकल-स्टॉक श्रेणी में नहीं था, पिछले दस दिनों में CIL ने औसतन लगभग 17.7 रेक प्रतिदिन आपूर्ति की, और लगभग 48 प्रतिशत का प्लांट लोड फ़ैक्टर कोयले की कमी के बजाय परिचालन बाधाओं को दर्शाता है।

उसी दिन मंत्रालय ने वाणिज्यिक कोयला खान नीलामी का 16वां दौर आरंभ किया और छह खानों के लिए कोयला खान विकास एवं उत्पादन समझौतों का निष्पादन किया।

On 17 September 2026, the Ministry of Coal advised Uttar Pradesh to give priority to developing its own captive coal block, Saharpur Jamarpani in Dumka district, Jharkhand, which holds reserves of more than 973 million tonnes. The block was allotted to Uttar Pradesh Rajya Vidyut Utpadan Nigam Ltd (UPRVUNL) on 13 August 2015 under the Coal Mines (Special Provisions) Act, 2015, to meet the coal needs of its thermal power stations.

The Ministry stated that more than ten years after allotment no progress had been made towards operationalising the block, so the entire coal requirement of the State's power plants continues to be met by Coal India Ltd (CIL), while 14 other captive blocks allotted to the power sector on or after that date have begun production. Responding to reports of a power shortage, it stated that as on 15 September 2026 none of UPRVUNL's plants was in the critical-stock category, that CIL had supplied about 17.7 rakes a day over the preceding ten days, and that a plant load factor of around 48 per cent reflected operational constraints rather than a coal shortage.

The same day the Ministry launched the 16th round of commercial coal mine auctions and executed coal mine development and production agreements for six mines.

15 सितंबर 2026 को उत्तर प्रदेश मंत्रिपरिषद ने मुख्यमंत्री कृषक समृद्धि योजना के लिए ₹384 करोड़ की राज्य सहायता स्वीकृत की, जिसका क्रियान्वयन उत्तर प्रदेश सहकारी ग्राम विकास बैंक लि. (पूर्व नाम भूमि विकास बैंक) करेगा। लघु एवं सीमांत कृषकों को ₹6 लाख तक का दीर्घकालीन ऋण 6 प्रतिशत वार्षिक रियायती ब्याज पर मिलेगा, जिसके लिए राज्य वितरित ऋणों पर 5 प्रतिशत ब्याज अनुदान देगा।

ब्याज अनुदान पांच वित्तीय वर्षों, 2026–27 से 2030–31 तक दिया जाएगा, जबकि 2026–27 और 2027–28 में बैंक शाखाओं के आधुनिकीकरण और ब्रांडिंग के लिए अलग प्रावधान है। अनुदान केवल उन्हीं ऋणी कृषकों को मिलेगा जो नियत तिथि तक किस्तों का भुगतान करेंगे। 2026–27 के बजट में ₹38 करोड़ का प्रावधान किया गया है। राज्य के कृषक परिवारों में लगभग 92 प्रतिशत लघु एवं सीमांत कृषक हैं।

बैंक मुख्यतः नाबार्ड से ऊंची लागत पर मिलने वाले पुनर्वित्त पर निर्भर रहा है, इसलिए कृषकों को 11–11.5 प्रतिशत ब्याज पर ऋण मिलता था। योजना की घोषणा 21 दिसंबर 2025 को युवा सहकार सम्मेलन एवं यूपी कोऑपरेटिव एक्सपो-2025 में की गई थी। ये ऋण मौसमी फ़सल-आवश्यकताओं के बजाय स्थायी परिसंपत्तियों — भूमि विकास, लघु सिंचाई, कृषि यंत्र और संबद्ध उद्यमों — के लिए हैं।

On 15 September 2026, the Uttar Pradesh Council of Ministers approved ₹384 crore of State support for the Mukhyamantri Krishak Samriddhi Yojana, implemented through the Uttar Pradesh Sahkari Gram Vikas Bank Ltd (formerly the Bhoomi Vikas Bank). Small and marginal farmers will receive long-term loans of up to ₹6 lakh at a concessional 6 per cent a year, with the State providing a 5 per cent interest subvention on the loans disbursed.

The subvention covers five financial years, 2026–27 to 2030–31, and a separate component supports the modernisation and branding of bank branches over 2026–27 and 2027–28. The subvention is paid only to borrowers who clear their instalments by the due date. ₹38 crore has been provided in the 2026–27 budget. Small and marginal farmers make up about 92 per cent of the farm families of the State.

The bank has depended mainly on refinance from NABARD at high cost, so its members were borrowing at 11–11.5 per cent. The scheme was announced on 21 December 2025 at the Yuva Sahkar Sammelan and UP Cooperative Expo-2025. The loans are meant for durable assets — land development, minor irrigation, machinery and allied enterprises — rather than seasonal crop needs.

15 सितंबर 2026 को उत्तर प्रदेश मंत्रिपरिषद ने चित्रकूट लिंक एक्सप्रेस-वे के लिए ₹1,008.67 करोड़ की संशोधित परियोजना लागत स्वीकृत की। यह 15.172 किमी लंबा प्रवेश-नियंत्रित, छह-लेन ग्रीनफ़ील्ड मार्ग ईपीसी पद्धति से बनेगा। पूरी लागत राज्य सरकार वहन करेगी, केंद्र की कोई भागीदारी नहीं है, और निर्माणकर्ता के चयन हेतु ग्लोबल बिड आमंत्रित की जाएगी।

यह संपर्क मार्ग बुंदेलखंड एक्सप्रेस-वे के प्रारंभ-बिंदु (चैनेज 0+000, ग्राम गोंडा के निकट) से जुड़ता है। इसका संरेखण जनपद चित्रकूट में वाराणसी–बांदा मार्ग (राष्ट्रीय मार्ग 35/76) के किमी 267 पर भरतकूप के निकट से आरंभ होकर चित्रकूट में ही राष्ट्रीय मार्ग 135 बीजी पर ग्राम अहमदगंज तक जाएगा।

यह मार्ग एक्सप्रेस-वे से चित्रकूट धाम तक सीधा तीव्रगामी संपर्क देता है। मंदाकिनी नदी के तट पर स्थित चित्रकूट धाम रामायण परंपरा से जुड़ा तीर्थ है, और यह परियोजना बुंदेलखंड के इस भाग में पर्यटन-आधारित विकास को गति देने के लिए है।

On 15 September 2026, the Uttar Pradesh Council of Ministers approved a revised project cost of ₹1,008.67 crore for the Chitrakoot Link Expressway, an access-controlled, six-lane greenfield road of 15.172 km to be built in EPC mode. The entire cost is borne by the State with no central share, and global bids will be invited to select the builder.

The link starts at the beginning of the Bundelkhand Expressway (chainage 0+000, near village Gonda). Its alignment begins near Bharatkoop, at km 267 of the Varanasi–Banda road (National Highway 35/76) in Chitrakoot district, and ends at village Ahmadganj on National Highway 135BG, also in Chitrakoot.

The link provides a direct high-speed connection from the expressway to Chitrakoot Dham, a pilgrimage centre on the Mandakini river associated with the Ramayana tradition, and is intended to speed up tourism-led development in this part of Bundelkhand.

15 सितंबर 2026 को उत्तर प्रदेश मंत्रिपरिषद ने उत्तर प्रदेश खिलौना विनिर्माण प्रोत्साहन नीति-2025 के प्रख्यापन को स्वीकृति दी। राज्य के अनुसार भारत के त्योहार-संबंधी वस्तुओं (HS 9505) के निर्यात में उत्तर प्रदेश का योगदान लगभग 50 प्रतिशत है और वाराणसी, झांसी तथा चित्रकूट जैसे जनपद जीआई-टैग प्राप्त लैकरवेयर और हस्तनिर्मित लकड़ी के खिलौनों के लिए प्रसिद्ध हैं, जो कारीगरों, महिलाओं और ग्रामीण समुदायों को रोज़गार देते हैं। यह उद्योग अभी मुख्यतः असंगठित है और नीति का लक्ष्य खिलौना क्लस्टरों का व्यवस्थित विकास है।

नीति का प्रबंधन राज्य का सूक्ष्म, लघु एवं मध्यम उद्यम (MSME) विभाग करेगा। सूक्ष्म, लघु और मध्यम श्रेणी की इकाइयों को उ.प्र. MSME प्रोत्साहन नीति-2022 या उसकी उत्तरवर्ती नीति के अंतर्गत प्रोत्साहन मिलेगा; वृहद और उच्चतर श्रेणी की इकाइयों को इस नीति के अपने प्रावधानों के अंतर्गत इन्वेस्ट यूपी के माध्यम से सहायता दी जाएगी। पूर्वांचल, बुंदेलखंड और मध्यांचल में स्थापित इकाइयों के लिए विशेष प्रोत्साहन हैं और वाणिज्यिक उत्पादन आरंभ होने के बाद ही प्रोत्साहन देय होंगे।

इस नीति के अंतर्गत प्रोत्साहन लेने वाली परियोजनाएं राज्य की किसी अन्य नीति के प्रोत्साहनों की पात्र नहीं होंगी, यद्यपि वे भारत सरकार की योजनाओं के लाभ इनके अतिरिक्त ले सकेंगी। नीति प्रख्यापन की तिथि से पांच वर्ष तक अथवा नई नीति आने तक प्रभावी रहेगी।

On 15 September 2026, the Uttar Pradesh Council of Ministers approved the promulgation of the Uttar Pradesh Toy Manufacturing Promotion Policy-2025. According to the State, Uttar Pradesh accounts for about 50 per cent of India's exports of festival articles (HS 9505), and districts such as Varanasi, Jhansi and Chitrakoot are known for GI-tagged lacquerware and handcrafted wooden toys, which give work to artisans, women and rural communities. The industry remains largely unorganised, and the policy aims at the orderly growth of toy clusters.

The policy is administered by the State's MSME Department. Units in the micro, small and medium categories receive incentives under the UP MSME Promotion Policy-2022 or its successor; large and higher-category units are supported under the policy's own incentive provisions, implemented through Invest UP. Special incentives apply to units set up in Purvanchal, Bundelkhand and Madhyanchal, and incentives become payable after commercial production begins.

Projects taking incentives under this policy are not eligible under any other State policy, although they may combine them with Government of India schemes. The policy remains in force for five years from promulgation or until a new policy is issued.

14 सितंबर 2026 को लोकायुक्त संगठन, उत्तर प्रदेश ने लखनऊ के गोमती नगर, विभूति खंड स्थित अपने कार्यालय में 50वां स्थापना दिवस मनाया, जहां मुख्यमंत्री ने स्वर्ण जयंती स्मारिका और सूचना पुस्तिका का विमोचन किया। संगठन का गठन उत्तर प्रदेश लोकायुक्त तथा उप-लोकायुक्त अधिनियम, 1975 के अंतर्गत 14 सितंबर 1977 को हुआ था; इसके पहले लोकायुक्त न्यायमूर्ति विशंभर दयाल थे।

लोकायुक्त राज्य के लोक सेवकों, जिनमें मंत्री भी सम्मिलित हैं, के विरुद्ध भ्रष्टाचार और कुप्रशासन की शिकायतों की जांच करता है तथा अपने निष्कर्ष और संस्तुतियां सक्षम प्राधिकारी को भेजता है; उप-लोकायुक्त भी यह दायित्व निभाते हैं। संगठन के अनुसार 2017–2025 के दौरान शिकायतों के निस्तारण की औसत दर लगभग 90 प्रतिशत और 2024 में 98 प्रतिशत रही।

समारोह में मुख्यमंत्री ने संगठन के 50 वर्षों के व्यापक दस्तावेज़ीकरण तथा लोकपाल और राज्यों के लोकायुक्तों की राष्ट्रीय बैठक का प्रस्ताव रखा। उन्होंने राज्य के डिजिटल सुधारों — लगभग 80,000 उचित दर दुकानों पर ई-पॉस मशीनें और राजस्व मामलों का समयबद्ध निस्तारण — को ऐसे उपाय बताया जिनसे इन संस्थाओं तक पहुंचने वाली शिकायतें घटती हैं।

On 14 September 2026, the Lokayukta Organisation, Uttar Pradesh marked its 50th Foundation Day at its office in Vibhuti Khand, Gomti Nagar, Lucknow, where the Chief Minister released a golden-jubilee souvenir and an information booklet. The organisation was constituted on 14 September 1977 under the Uttar Pradesh Lokayukta and Up-Lokayuktas Act, 1975; its first Lokayukta was Justice Vishambhar Dayal.

The Lokayukta examines complaints of corruption and maladministration against public servants of the State, including ministers, and reports its findings and recommendations to the competent authority; the Up-Lokayuktas share this work. According to the organisation, its average rate of disposal of complaints during 2017–2025 was about 90 per cent, and 98 per cent in 2024.

At the ceremony the Chief Minister proposed a documented record of the organisation's 50 years and a national meeting of the Lokpal and the State Lokayuktas to exchange practices. He cited State digital reforms — e-PoS machines at about 80,000 fair price shops and time-bound disposal of revenue cases — as measures that reduce the grievances reaching such bodies.
